RecipientStatus 250 Exchange 2007 Message Tracking

A user of mine is insisting that his recipient isn't receiving his emails. I just want to be 100% sure I'm reading the following tracking results properly:

 messagetracking
Each event is 2 lines.

Line 1 of message 1 (Subject: My Contact Info): My server, EXCHANGE, establishes the connection and attempts to deliver a message from rwilliams@f****.com to ethorn@nettally.com on mx2.nettally.com.
Line 2 of message 2 (Subject: My Contact Info): My server, EXCHANGE, sends the message to mx2.nettally.com via the internet connector. My server then receives the response back from mx2.nettally.com, RecipientStatus 250 OK. This tells me that the receiving server accepted the message for delivery.

Am I reading this transaction correctly?

No just that the recipient was valid

The last event SEND is where the message leaves
Also check queue viewer for any stuck message

is it safe to say that the message completely left my server then? that's all I care about. showing the user that it left my server and once it hits the recipients server, it's out of my hands.
