Getting run time error 429 running windows program

I installed an oracle financial reporting tool on windows 7 and when I try to run it, I get the following error:

"Run time error '429':

ActiveX component can't create object"

I tried running the program as administrator but that didn't have any effect. I think one of the dlls might need to be registered with regsvr32 but there are quite a few dlls that came with the software.

I read in another (now closed or deleted) thread that Oracle has not yet patched its product to run in Windows 7. That is probably why the error. Can you run it in XP Mode? (Virtual Machine) .  ... Thinkpads_User

I was able to get past this error; I need to install an additional component (foundation services) and the run this configuration script:

HRRunAnt.cmd
