If you mean install certificate from a public CA, then

1.install IIS
2.go to server certificate menu, create a certificate request and save it into text file--> copy and past the text content into the public SSL certificate CA website. ( make sure to make it 2048 length)
3. after complete the wizard on the SSL certificate CA website , then you have a file.
4.form the "fig 1" click on the "compete the certificate request" and complete the wizard.
