How do I fix my Resource id #13 error with mysql and php ?

I'm getting some weirdness, I'm doing a couple of select queries in my php script.

The second query isn't performing as it should.
But only on some records, that I can see.

What do I need to tell you about my php code / sql to fix my Resource id #13 problem?

Run your sql in the sql client/phpmyadmin to see the results
