Recurring event on different dates?

I'm trying to set up a recurring event in either Outlook 2003 or Google Calendar, but can't see if it is possible.

The problem is that I'm trying to set up my payday, which is the last Friday on or before the 20th of the month.  Is there a way to set this up in either of the programs?

I can set up a normal recurring event on the 20th of each month, but this could be almost a week out if the 20th is a Thursday.

What about second friday in month?

Let me think which friday... Third will be good but you have to manualy delete all occurences on 21st.
