IE7 and IE8 First Time Setup Bypass via GPO

Some of our workstatons have IE7 and IE8 on them, most are still using IE6, each time a user logs on for the first time it is asking to configure the browswer for the first time with the search settings, etc.  How can I use GPO policies to prevent this window from appearing? We already have homepage that is configure in GPO policy, but it wont appear until the user runs through the settings configuration.

Use IE Administration Kit (MS download).

Do i run this utility on our domain controller? or is this something that i install on a workstation, configure it, then move to DC for distribution?

It's just a utility to create a customized version of IE for rollout (install AND configure). More at http://technet.microsoft.com/en-us/library/cc817468.aspx
