MySQL Server String for local server on my network

I am not able to get my server to connect to a remote sql database server on my local network.  I apparently do not know how to modify the connection string.

To get an answer, please provide more detail:
-  Operating systems involved on each side (Windows? Mac? Linux?)
-  What are you running on your server (more likely you are referrring to a client
   machine)? PHP? Perl?

I am running windows 7 professional
I am running this from a vb6 application environment
