windows 2008 hangs on shutdows with installing updates

When I try to restart windows it says installing update one of four.  After an hour and 1/2 it still is on installing the 1st of four updates.  Sysytem seems to work ok.   How can I restart the update process?

Go to add/remove programs, uninstall the latest updates and let it download and reinstall again. It used to do the same on Windows XP with some updates.

when I try this--it says an installation is underway and to wait until it has finished.   this is a constant message when I try to install or uninstall a program.   So this will not function this way.

Try a repair. If that doesn't work, leave the installation continue for one complete night. If it doesn't finish it by morning, I'm pretty sue you will have to format.

I remember I had to remove/stop a current installation from the registry but that didn't go well. I presume that doing it in a Server could let you with a format and reinstall option anyways.
