Exchange 2010 to Exchange 2003 Public Folder Replication

We are doing a cross forest migration. Have follow the steps in http://www.thegenerationv.com/2010/05/replicate-public-folders-between.html
We are able to replicate changes from Exchange 2003 to Exchange 2010 with no issue. It only replicate from Exchange 2010 to Exchange 2003 public folder during the first replication.
It does not replicate additional changes from Exchange 2010 to Exchange 2003 after the first replication. We get the warning message below.
