Quarantine Large Messages in Exchange 2003

Is there a way to quarantine messages over a certain size limit in Exchange 2003?
I know one can set size limits which will drop the message totally.

I have a client with a single Exchange 2003 Enterprise Server who wants to stop users from sending junk email to each other internally. He also wants the ability to be able to review the quarantined message and allow it to be delivered if it is work related.

Is this possible natively in Exchange 2003 or can this only be done with some third party products like Scanmail for Exchange?.

Removed the "VMware" Zone, and instead added the "Exchange Server", "Windows 2003 Server", and "Active Directory" Zones.

Scanmail for exchange by trend micro doesn't scan internal messages. As far as i know, cannot acheive what you get with inbuilt features in 2003. 2007 and up does have transport rules that can be set.
