Did it ever work and just started acting up...or it has never worked for this mailbox?

yes it worked just fine and suddenly gone crazy,
i must add that this mailbox contains 5 more pop3 accounts.
is there a connection ?

Probably a corrupt mapi profile   or corrupt .ost file
You could try just deleting the .ost file and let it create or go to Control Panel > Mail > Profiles...if there are multiple profiles I would delete them all, then create a brand new one
Are the Pop 3 accounts saving to a pst file or in the Exchange mailbox?

yes all the pop3 accounts are saving to the exchange ost file.

my bet is that the .ost or mapi profile has become corrupt.  I would start by deleting the OST so it will create (this should not cause any loss of mail as it's all in the Exchange mailbox) a new one.   You can also look for a app on the microsoft site called SCANOST.exe
I would also connect to the pop3 accounts by webmail and see if there is a goofy piece of mail stuff in one of those.
Last option may be to delete the whole mapi profile on that pc and recreate it.   They can corrupt too.
