Can I force a route on a PC using DHCP on an ASA to the same effect as the add route command on a PC?

You can make the ASA give away any option. The command is "dhcpd option xxx ". I am unsure of which option you refer to, a quick google says that it might be the option defined in RFC3442.

I guess you need to read that rfc in detail to know how to specify the option.

As a general rule however, having to do things like this is most often a sign of bad network design. Not all dhcp clients can handle these options and sooner or later you run into problems by doing this. I would recommend letting routers route traffic instead of individual hosts.
