You can't allow just anyone, they have to be at least an Author. There is a way to make WP allow contributors by adding some script to your functions.php file.

If you are talking about users as in: they can log-in to your Admin panel, there are several ways to do this without a plug-in (through the tinyMCE advanced plug-in).

If I am missing your point, give me a few more specifics.
1. What type of user (User or Viewer)
2. If they are Users, do they have access to your admin panel, or do they only have the ability to post without approval?
3. Are you unable to upload video from the visual editor?
4. Do you want these "users" to be able to upload without going to the wp-login visual editor?

if ( current_user_can('contributor') && !current_user_can('upload_files') )
	add_action('admin_init', 'allow_contributor_uploads');

function allow_contributor_uploads() {
	$contributor = get_role('contributor');
	$contributor->add_cap('upload_files');
}

Here are a few plug-ins to upload video, some may be more than you need.

http://wordpress.org/extend/plugins/revver-wordpress-video-plugin/  (I'm not sure about this one)

Jefemyjared, I'm looking for a way that my friends and family can upload their own videos onto my site, i don't want to give them access to the control panel but they are registered users of the site. I checked out both of these, the second one revver users can only upload video responses. I need one that they can upload and share their own.
Let me know if you have any additonal insight,
Thanks

There have been several questions like this on this site. I have looked several times for a way to do this. I don't think it is possible. I will keep searching, if I find anything I will let you know.

I installed the all in one video pack from the first link I sent you. It works. You have to follow the install instructions and sign-up (free). Then I posted a video into a post, I don't know if it works on pages. You have to post a video before it can work. Once you have published a post with a video, your viewers will have the option to add a "Video Comment". This is an actual video, not just comment. I signed out of my account to make sure it would let me, and it did. The user can upload a video, or choose one that is on a few different hosting sites. Good Luck
