stop users editing outlook email signature

we have a standard corporate email signature across all our company computers that consists of a JPEG image that includes all the user details.
however we are having users copy the JPEG from their outlook signature editor, and then changing their information. now we have lost the consistency in our signatures.
is there a group policy or something similar i can implement to block their access to the email signature editor.

all machines are windows XP Pro SP3 running office 2007 on a Windows 2008 Domain Environment.

Problem with Outlook in this instance is that you can't stop them editing the content of the e-mail once they click "new" which means they can change their signature from within there.

The best solution is to append the signature using a server based tool such as Exclaimer. Exclaimer appends the signature after pressing send, stopping users from editing it.

Exclaimer will pull all details directly from Active Directory.

There is a slight cultural change that needs to take place, ie. users have to get used to not seeing their signature on the footer of their email.
