change Outlook folder language

In the environment of a customer we have a english exchange 2007. The users works with a german version of Outlook. Now we have the problem, when we create a new account, the outlook folders are in english and not in german. We had found this solution and it works for us:

Where can I set the option that new created users automatically get a german Outlook folder?
