Lotus Notes reply to Outlook 2003 message displays original Outlook message only (reply lost)

We send messages to a customer that uses Lotus Notes. Most conversations are fine, but when some of the Notes recipients reply to us, the response does not appear - only the header indicating the response and the original message body. However you can see the response on the blackberry. At first it was only with our Asia offices (they use Lotus) but now it is with a customer in USA. Also at first it was only with a few users in my Tampa office now someone in my office has the same results. I know it probably will not make a difference but he sent a clean email with no CC to the Tampa office to them with his replay and is waiting for an answer to see if the CC to tampa office makes a difference.

We use Outlook 2003 MS Office Small Business Edition, POP3 not through an exchange server, all machine fully updated XP and Vista.

When this was happening with Asia offices we have tried sending the original message using both HTML and plain text - doesn't fix seem the problem.

The problem occurs whether or not there is an attachment

Everything I've read indicates that this is an Outlook problem on my end and the fact that the messages are initiated by us would seem to support that. On the other hand, The problem only seems to happen with certain Notes users, not across the board - so could there be a configuration problem on the Notes end that I could recommend they fix?

Any ideas?

I have instructed all my users to change the contacts for certian companies sending method in outlook to auto send in plain text. Even though it supposedly did not work before most  things I see suggest this.
