Grant Users the ability to Create Exchange 2007 Distribution Groups

We have a Windows 2008 / Exchange 2007 Active Directory where certain users would like to create modify and maintain AD distribution groups.  Is there a good way to grant this permission to users without giving these specific users the ability to create or change user properties (other than dist group membership), delete users or modify administrative groups?  I may also need to grant users the ability to create Exchange contacts for the GAL to add to these distribution groups.

Any "best practices" suggestions and how-to instructions are welcome.

I think that you would need to change your permissions in Active Directory to grant the users rights to modify the exchange lists...I am not sure if you need to make the change in AD or in your Exchange may want to try one first, then do the other, or vice-versa.

Thanks, sire_harvey.  I think I'm ok with setting groups as managers of existing lists.  I do need, though, non-admin users to be able to add/delete distribution groups (and GAL contacts) as well.
