Using USPS to send registered package from US to UK and Extra UK charges

Hello,
I purchased a second hand part of a camera from a chap in the US for $50 plus postage "usps.com ref: EG 99999999 US". I then receive a letter from Parcel Force in the UK telling me I have to pay a parcelforce clearance fee of £13.50 plus £8.85 VAT, the letter gives some telephone numbers for the HMRC but they do not work. (a recorded message states the line is no longer monitored) . How can parcel force hold me to ransom. I worte to the email supplied by parcelforce customers4parcelforce@hmrc.gsi.gov.uk only to get a reply the following day. (Please see the email added to the end of this post below.)

Is it legal that I have to pay tax £8.84 on second hand goods. Also why should I have to pay parcelforce clearance fee of £13.50. I had paid full postage from the US recorded delievery. Do you think Parcelforce and the post office is charging this as the post office will be put up for sale in the enar future and they want to take in as much money as possible. I have done a search over the internet using terms like "parcelforce are crap" and others like that only to be met with countless other persons ripped off like this with no chance of readress.

Is it legal that I have to pay tax on a used second hand item I bought from a private indivual in the US. Also is it legal for parcelforce to chage me a clearance fee even though full postage was paid already in the US. I really feel I am been robbed by the post office in the UK which is owned by the UK government.

If you have not taken delivery of your parcel then there are 2 options;

Option 1
Pay the charges, take delivery and retain the original red and white charge label and the original Customs declaration (both of the items will be attached to the parcel) and forward them to the address below together with an invoice and covering letter to explain the circumstances.

Option 2
You can refuse the parcel and ask Parcelforce Worldwide to return it to sender.

Why do you think that paying U.S. postage exempts you from paying customs, import, duty, or any other fees assessed for importation of goods form a foreign country?

You are importing goods.  You must pay appropriate import fees.  If the items are classified for "no import fee" or other designation, then it will arrive unhindered.  Send a postcard...should arrive fine.  Send a CD/DVD with software...might get pulled aside for customs.

Googling for disparaging comments lends no weight to a logical argument.  I'm sure you can search for "[anything] is crap" and find someone flaming about it.

Or is this just a complaint, not really a question?

The goods were second hand, tax has already been paid on it in the US.

that says it, but the duty or tax I was charged was £8.84 why should I have had to pay the so called clearance fee.

You beat me to it.  From HMRC:

                                                                                                                                                                                                                                                                                         
2.2 Do I have to pay import duties and/or import VAT on goods sent to me?  
Most goods arriving in the UK from outside the EU are liable to any or all of the following taxes:
  • customs duty
  • excise duty
  • import VAT
 
and must be paid whether:
  • you purchase the goods or receive them as a gift
  • the goods are new or used (including antiques)
  • the goods are for your private use or for re-sale.
The clearance applies to every package/parcel.  Better to get everything in one shipment.  We use extremely large bags to contain multiple items.  They're about 5ft x 3ft, made of a durable material like Tyvek, and hold quite a lot of boxed goods.
