Site owners can't add users

I have one of my site collections that the sub-site owners can no longer add users.  They have full control, nothing got changed that I can find.  Each site has it's own groups for owners, visitors and members.

Log in as a site collection admin, take a look at the properties of one of the groups.  Who is authorized to add users?  who is the group owner?

Group owner is the owners group and they are authorized to add users

I found the peroblem.  At the top level of a site collection, people and groups.  Editing the advanced settings of that list (all people/users) I had tried to stop people from editing user information and adding attachments.  Well, you can turn off attachments, but not set the edit user information to none.  I turned that back on and it was fine.
