What is error 700 and 7009 when starting Exchange System Attendant

I have a Windows Server Std 2003 and Exchange 2003 Std.  Server was rebooted by the customer because they thought that mail was not flowing.  Not the services will not start up at all.  When I go to start Exch SA I get two Eventvw messages 7000 and 7009.  What do I do?

What service pack for server 2003 are you running and what service pack for exchange 2003?

I am running SP2 for Windows Server 2003 Std and I don't know the Exchange 2003 SP Level, also I can't start it to see.

I was given incorrect information.  It is SBS2003 with Exchange, not Std Edition

Replacing the JCB.dll file is the answer.  This can be done from the Exchanage CD or Installing (reinstalling) SP2 for Exchange
