Toolset for developing enterprise application for SMBs

Need a Free, Fast(development and runtime) and Reliable(transactions and locking) tool set for creating an enterprise application for SMBs.

I'm thinking of an application framework + UI framework + DB which will help me in developing the software faster.

As it is known, business software need lot of similar UIs to be created.
My idea is ...to create a new form with N number of fields and connecting it to the database for basic CRUD operations within 30min to 1hr.

I got the taste of Intersystems Cache technology stack with an app framework on top of it. To be frank...it is amazing...
I'm looking out for something similar to this in opensource.

Any suggestions?

There are many opensource portal solutions around....

depending on N it can be single server with in-process DB, or farm off app frontends and farm of SQL backends.
SMB is 10..1000 users? Go with PostgreSQL or MySQL or Firebird.

@gheist @NickUpson You've mentioned only abt DB, what about the Web and App framework, which is capable to developing a order entry or customer master form in an hour or so with CRUD operations?

It depends on the preference for language.
Either PHP or JSP clusters well for 1000 users
Any AJAX framework will give enough feel of desktop application to the webpage.

None of the solutions specified suggests a framework that can allow me to create a form that can do CRUD operations within an hour.
