Blackberry ETP.DAT file problem

Hi;

I am trying to run enterprise activation for my user but the Blackberry ETP.DAT is removed by unknown issue.  Please help.

I found that, the ETP.DAT file has been sent by the BB handheld to his email accunt at Exchange 2007, and I can see the email flow from Message Tracking tool in Exchange but it is not saved to his Inbox in Outlook.

And in my mailbox, I received a notification to say policy violation.  I am using MX Logic for spam filtering but they told me, the email has been sent to my Ex server already, this is proved by my message tracking.  I am not using Edge Transportation role in my Exchange, therefore no file filtering turned on.

Feels like SPAM filter is creating the issue.
try whitelisting blackberry.net on the SPAM filters and see.

I tried to create a dummy EPT.DAT file with some text in it, then using gmail send to my company email address, I got the same error message but I can receive the dummy EPT.DAT file.
