Windows Installer problems

I am having problem on my laptop with Windows 7 Enterprise (x32).

I am unable to neither install nor remove/uninstall ANY programs.

When I try to install or uninstall ANY programs, the error message "Another Program is being installed. Please wait until that installation is complete, and then try installing this software again" will come up.

Any suggestions?

I had unreg and reg the msiexec a few times already.
I had restored the computer back to a few days ago already.
Still the same problems.

You can reset Windows Installer (1st to Disabled and then back to Manual) using the Computer/Manage console.  Edit the Windows Installer setting via the 'Services and Applications view (Services 'Standard' tab).  Alternatively, Click Start, type msconfig in the Start Search box, and then press ENTER. If you dont have UAC turned off  (User Account Control permission) you are prompted for an administrator password , type the password, or click Continue.  On the General tab, click Selective Startup. Under Selective Startup, click to clear the Load Startup Items check box. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.  When you are prompted, click Restart.
