I have a basic Survey in which I want to create a custom view.

But I don't see any options in the Survey Settings page.

First get the id of your survey, lets call it "MySurvey".  Go to your survey, right click on the page and click "view source" look for a list=16c541bd%2D82a2%2D4bf0%2Dab24%2D6708a7ee9b00  (these are sample numbers and letters)
go to another list on that site and click to create a view.  Delete everthing from the end of the url in the bar up to the "=", now paste your survey list id there and hit enter, and you should now be able to create a view for your survey
should look like:
http://server/mysite/_layouts/ViewType.aspx?List=16c541bd%2D82a2%2D4bf0%2Dab24%2D6708a7ee9b00

Go to your survey, the overview page is fine.  RIGHT click on the overview and then left click "view source". It will show you some code of the page.  Towards the top of this (around line 8 or so) you will see a line that looks like the following:
<link rel="alternate" type="application/rss+xml" title="mysurvey" href="/site/subsite/_layouts/listfeed.aspx?List=16c541bd%2D82a2%2D4bf0%2Dab24%2D6708a7ee9b00">

The end of this tag line is the id, so copy everything after the "List=" (i.e. copy the following):
 16c541bd%2D82a2%2D4bf0%2Dab24%2D6708a7ee9b00
