Why are "Notes" read only in Outlook Web App 2010?

Outlook 2010 appears to increase the functionality of the "Notes" function. Why then are Notes only read only in OWA 2010?

Microsoft consider OWA notes feature as for reference only. You have to use the full client to enter notes.
