SBS 2008 VPN: The Routing and Remote Access service terminated with service-specific error 16389 (0x4005).

I'm setting up the VPN on SBS 2008.  I've followed the directions here: http://www.c7solutions.com/blog/2009/03/configuring-sstp-vpn-on-small-business_31.aspx to apply my IIS certificate (from godaddy) to the SSTP bindings.

The only thing that doesn't work is the Configure a VPN (within SBS Console).  The error logged is:

The Routing and Remote Access service terminated with service-specific error 16389 (0x4005).

As a long shot, since I am not that familiar with the SSTP VPN, this error was usually caused by a corrupt IAS database with 2003 and earlier. Following that logic, see a similar error with IAS and 2008:
Routing and Remote Access service terminated with service-specific error 16389 (0x4005).

It looks like IAS was replaced by NPS in 2008.  I can't find anything regarding NPS and the VPN, though.
