I believe my users are experiencing time out issues with our VOIP solution due to the C-state option in the HP 8000 sff

Where would I find the C - state options on the machine?

On this model or PC you disable the C state in Bios - Security - System security - Disable all Features.
Also in Windows you need to go into Power options on the control panel and set everything to never.
