Junk Email Filter Within Outlook 2007

Having issues with legitimate emails going to the Junk Email folder.  These are company related sent emails externally and internally.  There may be some links within the email yet others have nothing that I can see that would filter to the junk email folder.  Tried to create a GPO with the allowed email addresses to apply to all users Junk Filter Safe Sender list but doesn't seem to be working.  Looking for a resolution as I need to do company wide verse individually.

Have you installed latest updates of Junk Email filter. In most cases hotfixes and updates solve occuring issues in Microsoft Products. The link below might be of help.

Yes, have installed last updates.  Question - The option within Exchange under ESM - Message Delivery - Properties, Connection Filtering - Exception which is a Global change would this apply to internal and external emails?  Would it work to add the address here to accept these messages or does this work as if using a SPAM filtering Appliance where you just whitelist an address but once it delivers the email to the Outlook client the filter within Outlook then applies?

check the junk email setting on your outlook. Set it to low or no automatic filtering
