Here's some things you might want to try:

1. Do not use the C: folder as the FTP user's home directory! C: is the root of the system drive, there are all sorts of protections that may interfere, OS-side as well as program-side. Instead, use a folder like C:\FTP\upload or C:\fileserver\user etc.

2. Make sure that home folder on the server has access permissions set up correctly. Right-click the folder name, select 'Security' and make sure user "everybody" has full access rights; in French, it will most likely be user "chacun". If not available, you will have to add that user group to the list of the folder's owners. If this turns out to be too complicated, simply try to share the folder, this should automatically make it available to everybody. For sharing, right-click and select "Share"; in French, this could be 'Partager' or 'Libération' or similar.

3. Check the Windows firewall or any third-party firewalls you may have installed. Make sure ports 21 and 20 are open on the server.
