IE 8 Recovery Tab loop on Windows XP SP3

I have a Windows XP machine with IE8 on it and every time I open IE8 the tab recovers and goes into a loop.  I have cleaned all spyware and viruses using Hijackthis, Malwarebytes, VIPRE and have reinstalled Service Pack 3.  I have done a winsock reset and have reset IE to it's default settings.  I can open the browser with no addins if I go to a blank page but as soon as I go to MSN.com it happens even with no Addins.  I have installed Firefox and it crashes as well.

Sorry that did not fix the issue.  I did fix it however using TDSSKiller.exe to remove a rootkit that VIPRE, HJT, MalwareBytes and McAfee did not find.
