Deployment Project Prerequisites Not Working in VS 2010

Ok, this one is driving me mad.  Prerequisites will not install for any deployment project I create in VS 2010.  The prerequisites will however work for a ClickOnce deployment.  For any setup project they do nothing at all.  I run the setup and it acts like the prerequisites didn't exist at all.  No message, nothing, the installer just goes on its merry way.

To setup the prerequisites I go to the setup properties (right click project/properties), and then selec the prereq on the Prerequisites button.  And yes, the checkbox "Create setup program to install prerequisite components" is checked.

At this point because nothing is working I've got a new dummy solution with a dummy .net console app.  I'm trying to make .Net Framework a prereq.  Doesn't work.  Click once does work though.

Any ideas?

Note: I've tried this on two different machines starting from scratch with new dummy projects.  Doesn't work on either.  There must be some additional step I'm missing to activate the prereqs.

Problem solved.  The issue was a bad install of VS 2010.  Both systems I tested on had the same bad install.  VS Setup & Deployment projects weren't building properly.  I ran into other problems as well before finally trying a reinstall of VS 2010 from a new disk.  Still perplexed as to why ClickOnce worked though, I would think it should have had the same issues but it didn't.
