Exchange 2003 is not supported, only 2007 and 2010.

This link provides directions to sync Project 2010 to Exchange 2007 and 2010.  There are no directions for Exchange 2003.

I sent an email to MS to confirm that this is not supported, but here's another link saying that it's not supported.

Here's MS response;

Only when emailing mpp files.  Project Server 2010 does not have an interaction connection with Exchange 2003, it has to be Exchange 2007 or Exchange 2010.
