Can I seize Global Catalog when "main" DC is down?

So our "primary" domain controller went down and was the only GC. We've got A.D. and DNS installed on a 2nd server as a backup machine, but it's not currently holding a copy of the GC (as seen in A.D. Sites & Svcs). Is there a way to forcibly seize the GC onto this 2nd DC? Or will we need to recover the primary server from backup, then gracefully add the GC to the 2nd DC later?

We're under a huge time crunch and are trying to seize FSMO roles and utilize the 2nd DC as the primary until the maintenance weekend is over, then we'll cut everything back over to DC #1 later.

Both servers are Win2k3 STD and we've got a 3rd server running Exchange 2003 if that factors in at all. I know that Exchange wll need to change its "configuration domain controller" when we've figured this out....
