can't acquire IP address

I'm working on an HP desktop that had the onboard VGA fail. I installed a video card to repair the problem. Then I noticed that I wasn't acquiring an IP address. The IP was set to static with a different subnet on the gateway. Both were from a router, but I know this PC was working on dynamic IP previously. When I set it back to dynamic, it said it had to reboot to make the change. That surprised me, so I ran System Restore, Malwarebytes & Kasperskyto clean it out. It still didn't acquire an IP, so I ran SFC.exe, CHKDSK, & winsock repair. I installed a new NIC. I'm showing 0.0.0.0 for ipconfig & media disconnected. I disabled authentication.  I'm out of ideas.

I gave it a static IP & it still shows media disconnected. It will do a loopback ping but will not ping out.
I( nhave to ask the obvious, have you swapped the patch lead - it may have broke when disconnecting it or while moving the machine about - these things do happen and catch the best of us
You could get a laptop and connect the cat cable to it. Its an easy way to confirm  the patch and
cable to your router/switch  is OKie.

Also, check if you get the amber light on the NIC card and is the PC detected by your swtich/router.
If you dont see any light at the NIC it could be a hardware failure.

Rebooting with that kind of network change in Windows has always been required.  "media disconnected" means it 'thinks' the cable is disconnected so checking the lights and the cable are good ideas.  And I have had RJ-45 sockets go bad so the 'new' card could be bad also.  If by "loopback ping" you mean 'localhost' or '127.0.0.1', those don't even go to the network card.

I assume you are saying that the cable is OKIE.

Could you paste the ipconfig /all and netstat -nr

Are you getting the amber light on the NIC card ?
I tried a used card before the new NIC. I'm getting 2 green lights on new NIC, green & amber on onboard.
DHCP Client will NOT start.
