troubleshooting Question

On a newer install of WIndows 7 Enterprise, in many cases where the machine is cold booted, the user's profile is not loaded. The event logs generates:
Windows was unable to load the registry. This problem is often caused by insufficient memory or insufficient security rights.

DETAIL - The process cannot access the file because it is being used by another process.
 for C:\Users\USERNAME\ntuser.dat

This event is followed by events 1502, 1515 and 1511.

If the user continues to reboot serveral times it will typically begin to work just fine. Anyone have any ideas how to prevent this? This was a clean install of Windows 7. It doesn't always happen to the user. Other than a disabled local account (created during setup), no one else logs on to this machine. The user doesn't seem to have any problems during the usage as long as her profile loads.
