rpc over http not working

running the tools from https://www.testexchangeconnectivity.com/Default.aspx 
I get the following error.  OWA works, ActiveSyncWorks.  Only this fails


Attempting to Ping RPC Proxy exchweb.equallogic.com
 RPC Proxy can't be pinged.
 Additional Details
 Exception details:
Message: The operation has timed out
Type: System.Net.WebException
Stack trace:
at System.Net.HttpWebRequest.GetResponse()
at RpcPingLib.RpcPing.PingProxy()
at Microsoft.Exchange.Tools.ExRca.Tests.OLAPingProxyTest.PerformTestReally()

This was workig prior to running windows update last week.

check the rpc vdir and ensure anonymous authentication is disabled
Hello mate,
Did you apply any Exchange updates, or only the security updates. See the eventlog for errors, unistall the update which are installed during last windows update.

Are you able to access the webmail from outside without having any certificate errors?

1,  Webmail - Works fine with no cert issues
2.  Verified Integrate/basic and did a iisreset
3. on the rpc dir for iis does it need read access dir?
4. verified in WebServiceExtension that RPC Proxy Server Extension is enabled
5. verified in WebSercive Extension that MS Exchage Server Extension is enabled

Is there a a test I can run directly on the server?

New Information RPCPing fails with Error 401 Client not authorzed to ping RPC proxy
Is Exchange part of SBS 2003?
Is the certificate a self-issued certificate or a 3rd party SSL certificate?
Have you tried the RPCNOFRONTEND tool?
It is a 3rd Party SSL cert with keychain.  https webmail works okay.   I have not tried RPCNOFRONTEND tool.
Please try the tool - input the settings via the tool and let it write to your registry, then try the test site again.
Will pull the tool and test.

Comes back with all the Registry entiries that I expect to see and they look right.
So far nothing has worked the environment just will not work.  I am going to update all the certs and reboot the servers in the next week.
