Windows 2008 Terminal Server Broker

OK, so I have two identical terminal servers, and I'm using the Terminal Server Session Broker in a feeble attempt to balance the load. A third server (not a terminal server) is running the broker. It seems that the load balancing is rather poor, at peak times, the sessions are split 70/30 or worse.

For both servers, I've specified the same farm name, and "Participate in Session Broker load balancing" checkbox is checked, as is "Use IP address redirection." The relative weight of both is 100. DNS is configured with both server IPs to utilize DNS round robin, and the appropriate options are set in the DNS server.

What else could be going on?
