robocopy meaning of NEWER and OLDER

Here is my script: robocopy :\Fileroot :\ /E /COPY:DAT /R:2 /TEE /TS /FP /W:5 /Log:D:\RobocopyLogs\robocopylog.txt

I am running ROBOCOPY to copy files from a server to a remote hard drive.
What does it mean when the DOS display says NEWER during a file copy?
What does it mean when the DOS display says OLDER during a file copy?

I am surprised I am even getting NEWER or OLDER, because these files should not have changed that much in the last few days.

Also, if a file has not changed, does it just skip the file?
