Missing Secure Store Service in SharePoint 2010
I have SharePoint 2010 setup. I am trying to get a Business Data Connectivity Service for SQL Server setup. In doing so I recognize that I need to also setup a Secure Store Service so that I can use that service to pull data from our SQL Server.
I am having trouble creating a Secure Store Service though. I go to Central Admin - Manage Service Applications and Select New. But there is no option for Secure Store Service. I am assuming that it is not enabled. Can someone walk me through enabling this?

I've read that link a couple of times, but I am still very much confused. I apologize as I am a total novice when it comes to SharePoint.
I get lost on the first line of that link where it is talking about initializing of a Secure Store... "You can use commands in the Edit group of the Ribbon to initialize an instance of a Secure Store Service application."
What ribbon is this talking about? Are we supposed to be in Central Admin in order to Edit this?
I want to be able to add the Secure Store Service. I see where you can do so on the Farm Configuration Wizard based on this link: http://blogs.msdn.com/b/team_foundation/archive/2010/03/06/configuring-sharepoint-server-2010-beta-for-dashboard-compatibility-with-tfs-2010-beta2-rc.aspx
But I can't find the Farm Configuration Wizard.

Yes, you will be in central admin. You can access it a few different ways, but a standard place is Application Management and then Manage Service Applications.

I can't find the add new Secure Store Service within Central Admin.
Here's a snapshot of what I am talking about.

I am logging in under the 'System Account'. I have tried logging in under a different user that is in the Farm Admin group but it will not let me.

I take that back, I was logged in under the wrong account. I had two different sessions open and was using the wrong one.
Okay, that makes sense then. I tried a bit today to see how a farm admin wouldn't have it listed and was at a loss.
