Exchange 2007 Address List Segregation

What are the rights supposed to be for the authenticated users on the Default Global Address List in a multiple tenant environment. When i remove the Authenticated users or if i  i place a deny read it removes the global address lis the users can not resolve.. If I place read/open address list all users see that as their global address list.

Please note the following permission were place for All global address list Authenticated user have the list object permission to this object and all child object.

I am looking for an answer to the question please do not replay with a link to an article as i have went through articles/documentation and they have not resolved the issue.
