Problem Installing SQL 2000 Dev 64 on Windows Server 2008 64

I am trying to install SQL2KDEV64 on a 64 bit Windows Server 2008 server and when I click on setup.exe I get a "This version of this file is not compatible with the version of Windows you're running. Check your computer's sysem information to see whether you need an x86 (32-bit) or x64(64-bit) version of the program, and then contact the software publisher. We do have SQL 2005 64 bit successfully installed on this server.
