Template is browser-compatible, but it cannot be browser-enabled ERROR

In MS InfoPath 2007 I have created a template that is browser enabled (tools>form options> compatibility> and checked the approriate box.)  Though when I go to publish it to SharePont I get the following Error:

This form template is browser-compatible, but it cannot be browser-enabled on the selected site. (see picture for more details)

We are currently using infopath in another Web Application (another sharepoint site) with no problems. Recently we just launched another web application (a new sharepoint site) and have made sure all the site collection features and site features are the same.  though when we go to add an infopath form to the new web application it does not work, but when we upload it to our old web application it works just fine.

Is there a setting I am missing that I need to turn on?  why is my older web application working and not my newer one?

go to your central administration-
click on application management make sure you are selecting the Web App with issue from the Web Application list.
then go to
comfigure infopath Forms Services under Infopath Forms Services
check there is a option called User Browser Enabled form templates and certain options
that current site might me missing something from there...

When I check the configuration of the InfoPath Services on my Ceneral Adminsitration the two boxes are checked: (A picture is attached to show the two services.)

-allow users to browser-enable form templates
-render from templates that are browser-enabled by users

I tried unchecking then, clicking ok, and then rechecking them but that did not work either.  

Can you think of anything else?

*update*
We have 6 web applications, we will call A,B,C,D,E, and F  on A-D I can use infopath enabled browsers but on E and F I cannot

You may need to go to the site itself that you're publishing it to (i.e. http://sharepointsite/subsite/) then go to Site Actions > Site Settings > Site Features..... make sure your enterprise features are active

I have, a picture is attached to show this.  

The one from Site A has a working infopath browser enabled on it and Site B is one that does not have infopath browser enabled working.

Do you have any other suggestions?
