troubleshooting Question

Can't access explorer.exe on Windows 7 Pro - Windows can't find local profile error also

I get the following message below when I click on my computer, control panel, etc on a Windows 7 Pro PC:

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

User advised me that they restarted their Pc and got a message that stated:

"windows cannot find the local profile and is logging you on with a temporary profile".

I get the same error in safe mode under any account i log in with. i even created a new account and got the same message above.

I have removed spyware and viruses from this PC using malwarebytes, spybot, and norton antivirus and i still get the same message:

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

I guess i can always reformat the drive but that's a last resort. Any ideas would be greatly appreciated.
