Trying to send e-mail out of mailbox without send on behalf of

I migrated several accounts from exchange 2003 to exchange 2010.  WHen the accounts were in exchange 2003 people had full access to these mailboxes and could send an e-mail out as if they were that account.  No send on behalf of needed.

Now that they are in exchange 2010 if people have full access permissions they can not send unless they also have send on behalf of.   Then it adds the send on behalf of to the e-mail.  I have this with mailboxes that are both user mailboxes as well as shared mailboxes.

I have full mailbox access to a shared User Mailbox. When I click "New" I can make the "From:" field be a specific user, which sends the mail as that user and not on behalf of.

Using Outlook 2007 and Exchange 2010.

In Outlook when composing a new message > Options > Fields > Show From

We are also using Outlook 2007 and we are filling out the from field as you mentioned.
It was a miss understanding between the differences of manage full access and manage send as permissions
