Installing MSI on Windows 7 - OCX not properly registered

I have an MSI created with vb 6 vsi. On windows 7 32bit when I run the msi from a domain admin account the application installs and runs fine. But when i switch to a non admin account the application gives errors because the user wasn't given rights to access the ocx.

I am looking at a 25 computer install along with ongoing installations. Any idea why the ocx's are not being registered for all users on the computer and a sure fire way to get it so they are (without manually fixing each computer)
