other than using the server manager

can I see using windows cmd

Your question is little bit confusing if you need just check the ip addresss on your server box best way is follow "chirkware"
If you want to check all the ip address issued from your "dhcp " you must go start menu--- administrative tools --- DHCP  then go to addres lease

If you need to check all the address in you network you need to use third part tools Ex.ip scanner

can not find dhcp
If you don't see DHCP under Administrative tools, then your server is not a DHCP server.  I gave the command to show you all of your servers IP addresses at a command line.  If that is not what you are wanting, then please give a little detail as to what you are trying to do.
