BackupExec 2010 Encryption and IMG folders

I enabled encryption for a job that backs up some files and Exchange store, to verify I can restore data I moved one .bkf file to another server, inventory it and cataloged it - here I got prompted for the encryption password, so that it OK. Now Exchange DB is backed up to IMG folders as plain files that can be opened without the encryption password. So my question is what's the point of the encryption if I don't need the key for some of the data that is backed up?
