troubleshooting Question

Loggen in as the local Admin on server 2008 rc2 I can not rename folders

Facts:  Logged in as Admin
I can rename folders in command prompt
If I make a new folder on c:\ (or and path on the c or d drive) and right click and then click rename and type is anything like "test" and hit enter, it goes back to "new folder" it will not rename. There is NO error.  This is the same for mapped drives to other PC’s also.
If I map to the computer from a different PC like \\computer\c$ and rename it works
I tried the Microsoft vista registry fix
I am the owner.  It can't be permissions if it works in the command prompt right?
I have searched all the forums here and nothing has worked 3 days later.
I went through all the GPO’s and they are all default.
