troubleshooting Question

Apply Template to a MySite site collection in MOSS 2007

I started creating a site collection in our Sharepoint MySite web application and then needed to create a different template (let's call it tempA) with a larger quota limit than the default.  When I look at the quotas on tempA, it shows the limits I've created but I'm now getting an error when trying to create additional sub-sites under this collection that states I don't have enough room to create the sub-site.  Has anyone ever gone back "after the fact" and applied a template to a site collection?  I've done some research and found an article explaining using  ---->              stsadm -o gl-syncquotas -scope webapplication -url http://mysites -quota "Personal Site" -setquota  
where "Personal Site" is the name of the site collection.  When I did this, I received an error ---   Missing operation name or the operation name is invalid.  
If anyone is familiar with this command and can tell me what's wrong with the syntax or what command I should be using if this isn't the way to go, please chime in.
