2008 Server takes forever to be accessible through terminal services after restart

We have two pretty much identical new 2008 Servers in a domain.
They are both HP Proliants DL380's with 8 Gb RAM and pretty much the same service pack level.
They both also run Exchange.
After a restart it takes one of the servers about 45 minutes to allow us to logon to terminal services. It restarts quick and all file and print services come back right after the restart. Just Terminal services take forever. We added logmein.com remote service to the servers and that service also stays unavailable for the same time.

Any ideas what could hold up the terminal services to start?
